H1B Lottery Selection Odds Calculator

Starting from FY 2026, USCIS implemented a wage-based selection system for the H1B lottery. Instead of a random selection, candidates are given "entries" based on their DOL wage level. Level 1 gets 1 entry, Level 2 gets 2 entries, Level 3 gets 3 entries, and Level 4 gets 4 entries. Higher wage levels have significantly better chances of selection.

DOL wage levels are determined by comparing your offered salary to prevailing wages for your specific occupation (SOC code) in your work location. Level 1 is at the 17th percentile, Level 2 at 34th percentile, Level 3 at 50th percentile (median), and Level 4 at 67th percentile. The same salary can result in different levels depending on the job title and location.

To maximize your H1B selection odds: (1) Negotiate a higher salary that qualifies for Level 3 or 4, (2) Consider locations where your salary ranks higher in the wage distribution, (3) Look for job titles where your compensation is more competitive. Moving from Level 2 to Level 4 roughly doubles your selection chances.

This calculator provides estimates based on historical H1B filing data. The actual DOL wage level is determined by the Foreign Labor Certification Data Center based on your specific SOC code and work location.
